This thesis analyzes the foreign and domestic policies of New Uzbekistan aimed at achieving environmental leadership in the Central Asian region. In particular, it highlights political opportunities such as the “green diplomacy” that has taken shape in recent years, initiatives to transform the Aral Sea region into a zone of environmental innovation, and an active stance in regional water and energy dialogue. At the same time, it critically assesses social factors that impede the full implementation of this strategy: the level of environmental awareness, the crisis of institutional trust, historical conflicts in transboundary communities, and the weakness of the non-governmental sector. As a result, recommendations are put forward to bridge the gap between Uzbekistan's subjective capabilities as a regional environmental leader and its objective constraints.
